Have you tried logging out of Steam and back in? I seem to recall having that message once I uninstall and reinstall very often for beta testing after GSC updated the files in that patch July 21st. I think I had to uninstall and reinstall after the patch. Did you fully extracted the installer into a folder? I can't remember if I restarted steam or reinstalled it to fix it. I would already have uninstalled the game and removed remaining folders as part of the process.

Maybe at most you would verify your game cache on each game. It would only download what was changed nothing. Steam support should really be able to help you IMHO. If you've beaten the game with no mods, The Complete has nothing to offer you in terms of content or challenge. The Complete seems to be at the least a tad easier than Vanilla.
